Mortal Kombat 1: Khaos Reigns Expansion will include the Khaos Reigns Story Expansion and functions as the Kombat Pack 2 bundle, which won't be available separately.
The characters Noob Saibot, Cyrax and Sektor will be available when the expansion launches on September 24th while Ghostface (Scream Franchise), T-1000 (Terminator 2) and Conan the Barbarian will be available later on with a 1 week early access period as part of this package.
