The first Frostpunk 2 DLC expands Utopia Builder mode by adding structured Utopia Trees for each faction, powered by affinities. As factions’ trust grows you unlock faction-specific laws, buildings, and abilities that push their ideological goals. Completing a faction’s Utopia Tree enacts a single societal vision for the city and permanently resolves Tension, but pursuing utopia carries significant costs.
